Dell T7400 Power Supply Removal

When i press the power button on the front of the machine nothing happens.

I removed the power cable and took the energy out of the pc and then i tried to turn it on again. But as soon as i turn it off and try to turn it on again it does.

I was able to power it up 2 times but each time the pc powered off after a few minutes. Normally it won t even boot and instead i get lights 1 3 blinking 4 times when i try to power it up.
